i got rid of all of them except what's needed for ss2 addons. Ive had so much issues with the creation kit mods it isn't funny. I just see at lot of workshop / settlement modifying mods. If you are running SS2, you should eliminate about 1/2 of the build mods, or get yourself WorkShopRearranged - many of those are great mods, but for a mod inclusive, these 2 are my primary build mods.
I also run Buffout/BakaScrapHeap and I get almost no crashes (definite improvement in Diamond City, etc.) ini files, make sure you have upped the budget - these are my numbers. I agree you are spiking the vram - this helped me. IF you have this in your ini files, with 16gb, should be set at 8000. VRAM - using the ENB I have these settings: (with 32gb ram) I do run an ENB so I know I tax my system. SS2 is not as intensive SS1, but even for my system, at around 15 settlers and support in Sanctuary, I am finding a drag on my system. there is a method to enabling all the Creation Club stuff so it doesn't compromise the game files - is an expert in this field (yep - 22.5 diamond tread brother!) to also echo all the others about Scrap Everything plus all those location mods. look at all that Creation Club stuff too.
